उतथ्य उवाच
A ruler (and by extension any person) should maintain constant vigilance against threats and avoid risky conduct like roaming at night, while also cultivating inner discipline by abandoning stinginess, pride, hypocrisy, and anger.
In the Śānti Parva’s instruction on righteous governance and conduct, the sage Utathya continues giving practical and ethical counsel, emphasizing both external caution and internal moral restraint.
