Śiva-stavarāja: Upamanyu’s Preface and Initiation of the Śarva-Nāma Enumeration
Anuśāsana-parva 17

The verse presents an ethical ideal through praise: true excellence combines outward dignity (beauty, radiance, noble bearing) with inner restraint and humility (vinata). It also highlights a devotional ethic—greatness is measured by the capacity to increase the spiritual ‘tejas’ of devotees.
Vāyu-deva is describing and identifying a revered figure by listing distinguishing marks and virtues—objects carried, attire, appearance, energy, and humility—forming a compact portrait meant to inspire reverence and moral emulation.
