Adhyāya 203 — Tilottamā-sṛṣṭiḥ
Creation and Commissioning of Tilottamā
The verse highlights the tension between lawful procedure and coercive intent: Bhīṣma emphasizes obtaining permission first (a dharmic formality), yet pairs it with sending an armed force, showing how political power can cloak compulsion in the language of propriety.
Bhīṣma directs that, once authorization is secured, a suitable military contingent should depart, with Duḥśāsana and Vikarṇa assigned to fetch the Pāṇḍavas and bring them to the Kuru court.
