Suta Goswami (narrating to the sages at Naimisharanya)
It frames natural forces—clouds, mountains, and rain—as regulated functions within Śiva’s cosmic governance, supporting the Linga as the sign of Pati who sustains the world through ordered powers.
Śiva-tattva is implied as niyantṛ (the regulator): even impersonal elements like rainfall operate through an appointed efficacy, reflecting Pati’s lordship over the manifested order that binds and releases the paśu.
No specific puja-vidhi is stated; the takeaway is dharmic alignment—honoring Śiva as the sustaining Pati through worship and restraint so the paśu’s life becomes harmonious with cosmic niyati rather than bound by pasha.
