It frames Liṅga-arcana as an immense, deeply layered sādhanā whose complete detail is inexhaustible, so the Purāṇa gives an authoritative condensed sequence for practice.
By implying that the Liṅga—Pati, the Lord beyond measure—cannot be exhausted by description; His worship is vast because Shiva-tattva transcends finite speech and time.
The verse highlights liṅgārcana-vidhi-krama (the ordered rite of Linga worship); implicitly, it points to disciplined, methodical sādhanā aligned with Pāśupata orientation—Pashu approaching Pati through regulated worship.
