Transliteration
pādaguṇahīnaḥ parimitārthaḥ
Translation
(Wenn er) die erforderlichen Fähigkeiten nicht besitzt, (soll ihm) ein begrenztes Ziel (und ein eingeschränktes Mandat) zugewiesen werden.
