Transliteration

āhartuḥ pūrvaḥ sāhasa-daṇḍaḥ.

Translation

Für den Anlieferer/Überbringer (āhartṛ) ist die erste Strafe die sāhasa-Geldbuße (eine abgestufte schwere Geldstrafe).
