Transliteration

dvādaśapaṇam amudro jānapado dadyāt

Translation

Ein Binnenbewohner (kein Seereisender) soll zwölf paṇa für einen Pass zahlen (d. h. wenn er ohne die Kategorie „samudra“ ausgestellt wird).
