upāyāḥ sāmopapradāna-bheda-daṇḍāḥ

Translation

Die Mittel (politischen Instrumente) sind: Beschwichtigung/Versöhnung (sāma), Anreiz durch Geschenke (upapradāna), Spaltung (bheda) und Zwang/Bestrafung (daṇḍa).
