तं भूमिद्रव्याभ्यामुपगृह्याग्राह्यः प्रतिकुर्वीत ॥ कZ_१२.१.१६ ॥
taṃ bhūmidravyābhyām upagṛhya agrāhyaḥ pratikurvīta
Having secured him through land and material inducements, one who is not susceptible to being bought over should retaliate (against him).
First attempt co-option through grants/resources; if the opponent is not co-optable (agrāhya), shift to active counter-measures.
Land and resources are durable instruments for alliance-making and neutralization, often cheaper than prolonged force.
