In Saguna worship—such as Linga-upāsanā—the devotee offers prayers and petitions, yet this verse reminds that Shiva is not informed by words; He receives worship as compassionate Īśvara who already knows the devotee’s inner state.
A practical takeaway is japa with inner sincerity—especially the Panchākṣarī “Om Namaḥ Śivāya”—performed with the awareness that Shiva knows the bhāva (inner devotion) behind the mantra, beyond mere recitation.
