Sage Parāśara (narrating to Maitreya; addressing him as dvija)
It triggers the immediate chain of events by which Kaṃsa learns of Devakī’s delivery, showing how swiftly worldly power reacts—yet remains unable to stop the divine plan.
Through a cause-and-effect narration: the child’s cry leads to the guards’ report, which leads to Kaṃsa’s response—presenting history as moving under the higher sovereignty of Vishnu’s avatāra purpose.
Even without naming Vishnu in this verse, the episode belongs to the avatāra narrative where the Supreme Reality manifests within history, overruling tyrannical control and reestablishing dharma.
