Gaṇa-nīti
चारमन्त्रविधानेषु कोशसंनिचयेषु च । नित्ययुक्ता महाबाहो वर्धन्ते सर्वती गणा:
cāramantravidhāneṣu kośasaṃnicayeṣu ca | nityayuktā mahābāho vardhante sarvatī gaṇāḥ ||
ভীষ্ম ক’লে— হে মহাবাহু যুধিষ্ঠিৰ! গণৰাজ্যৰ সদস্যসকলে চাৰ-দূতকাৰ্যত, ৰাজ্যহিতৰ বাবে গোপন মন্ত্রণাত, বিধান ৰচনাত আৰু কোষ-সঞ্চয়ত সদায় নিয়োজিত থাকে; সেয়েহে তেওঁলোকে সকলো দিশৰ পৰা উন্নতি লাভ কৰে।
भीष्म उवाच
A polity—especially a gaṇa or republic—prospers when its members are consistently disciplined in (1) intelligence and diplomacy, (2) confidential policy deliberation aimed at public welfare, (3) sound lawmaking/administration, and (4) careful accumulation and protection of the treasury.
