शिवश्चोर्ध्वमधश्शक्तिरूर्ध्वं शक्तिरधः शिवः । तदित्थं शिवशक्तिभ्यान्नाव्याप्तमिह किञ्चन
śivaścordhvamadhaśśaktirūrdhvaṃ śaktiradhaḥ śivaḥ | taditthaṃ śivaśaktibhyānnāvyāptamiha kiñcana
شيفا في العلوّ، وشاكتي في السفل؛ وكذلك شاكتي في العلوّ وشيفا في السفل. وهكذا، على هذا النحو، لا يوجد في هذا الكون شيءٌ البتّة إلا وهو مُتغلغلٌ فيه شيفا وشاكتي.

It teaches that all existence is permeated by the inseparable realities of Śiva (Pati, the supreme Lord) and Śakti (His power), so nothing is outside divine presence; this supports a contemplative vision that dissolves the sense of separation.
The Liṅga symbolizes Śiva as the all-pervading reality; worship of Saguna Śiva trains the mind to recognize that the same Śiva-Śakti pervades every level—above and below, subtle and gross—until one perceives the Liṅga-principle everywhere.
A practical takeaway is pervasion-meditation (vyāpti-bhāvanā): while repeating the Pañcākṣarī “Om Namaḥ Śivāya,” contemplate that all directions and all states of experience are filled with Śiva-Śakti, making daily life itself a form of worship.
