Colophon / redactional closing formula (not a dialogue speaker)
Concept: Scriptural framing: the vrata is authoritatively embedded in Purāṇic transmission, emphasizing the Padma Purana’s vrata-centric identity.
Application: Treat vows as part of a living lineage: keep records, follow completion rites, and honor the textual source and teacher-student chain.
Primary Rasa: shanta

It is a colophon—a standard editorial closing formula marking the end of Adhyaya 26 and giving the chapter’s title and placement within Book 1 (Sṛṣṭikhaṇḍa).
The title signals that the chapter’s topic is a specific religious observance (vrata) associated with Rohiṇī and Candra (the Moon), rather than a new dialogue exchange in this line itself.
Use it as the authoritative end-marker and metadata anchor for: Padma Purāṇa → Book 1 (Sṛṣṭikhaṇḍa) → Adhyaya 26, and link it to the chapter title “Rohiṇī–Candra-śayana-vrata.”
