न देयं दुष्टहृदये दुष्टचिंतनबुद्धये । अविनीताय शिष्याय पिशुनाय कदाचन ॥ ८९ ॥
na deyaṃ duṣṭahṛdaye duṣṭaciṃtanabuddhaye | avinītāya śiṣyāya piśunāya kadācana || 89 ||
لا ينبغي قطّ أن تُمنَح التعاليم المقدّسة لذي قلبٍ خبيثٍ وعقلٍ مشغولٍ بالأفكار الشريرة؛ ولا لتلميذٍ غير منضبط، ولا لنمّامٍ مُغتاب، في أيّ وقت.

Bhakti requires humility, self-control, and goodwill; a malicious or slanderous temperament obstructs devotion, so the teaching emphasizes adhikāra (fitness) as the foundation for genuine Vishnu-bhakti and right conduct.
It highlights the practical discipline of adhikāra-vicāra—screening a student’s character before transmitting mantras, śāstra, or technical Vedanga instruction (such as Vyākaraṇa or ritual procedure), to prevent misuse.
