The verse presents an ideal profile of leaders/warriors: learning (Veda), courage, disciplined vows, modesty (hrī), ethical-political wisdom (nīti), and competence in warfare—suggesting that power should be guided by knowledge, restraint, and right conduct.
Vaiśampāyana is describing a group of men (contextually, a body of warriors or nobles) by listing their virtues and qualifications, emphasizing their moral discipline and martial expertise as the story moves toward the great conflict.
