This line is a colophon rather than a doctrinal verse: it signals that the surrounding material belongs to the Śānti Parva’s instruction on rājadharma (the ethical duties of rulers) and that a chapter of Vāmadeva’s teachings has concluded.
The text is closing a chapter within the Śānti Parva’s rājadharma instruction section, attributing the discourse to Vāmadeva and marking the end of the ninety-third chapter of that embedded teaching unit.
