A dharmic and well-governed order is marked by public health, fulfillment of legitimate aims, and freedom from fear; people can live and work according to their needs in both home and field without insecurity.
Vāyu describes the condition of society in an exemplary state of order: humans are healthy, successful in their undertakings, and unafraid, living contentedly wherever they choose—at home and in the fields.
