The verse highlights dharma expressed as compassionate responsibility: when society suffers, a truly righteous person uses lawful spiritual power (tapas) for public welfare, showing that moral authority is measured by service to others.
Vasiṣṭha observes the realm and its people in severe distress (implied drought or deprivation). Moved by dharma, he brings rain to the kingdom through his ascetic power, alleviating the crisis.
