It underscores that refuge in Rudra (Pati) through devotion is the devotee’s true protection; Linga-worship is presented as surrender to Shiva beyond fear of divine or worldly forces.
Shiva is implied as Pati—the sovereign Lord whose grace shields the pashu (soul); devotion to Rudra transcends dependence on other devas, hinting at Shiva’s supreme safeguarding power.
The key practice is bhakti-yoga aligned with Pāśupata spirit—humility (kṣamā-yācñā), surrender, and steadiness in Rudra-devotion as the means to loosen pāśa (bondage).
