त्रयोदशो रौच्यनामा भविष्यति मुने मनुः

This verse is part of the sequential listing of Manus, showing how cosmic order is structured into repeating Manvantaras, each governed by a Manu under Vishnu’s overarching sovereignty.
Parāśara narrates them as a fixed cosmic chronology—each Manu presides over a distinct era—here identifying the thirteenth as Raucyā within that ordered sequence.
Even when Vishnu is not named in the verse, the Manvantara framework presupposes a supreme sustaining intelligence—Vishnu—as the source and regulator of dharma and universal governance.
