This verse frames a riverbank settlement as part of a divinely ordered landscape, where places founded by great ṛṣis become anchors of dharma, memory, and pilgrimage within Vishnu’s cosmic governance.
In the descriptive chapters, Parāśara presents ṛṣis as culture-founders: they establish cities and sacred sites, embedding spiritual authority into the physical terrain and linking human society to the cosmic order.
Even in geographic narration, the Purāṇa implies that the stability and prosperity of the world—its rivers, cities, and righteous foundations—operate within Vishnu’s overarching sovereignty as the sustaining Supreme Reality.
