Prelude
नन्दीश्वर उवाच । तच्छ्रुत्वा ते समालोच्य जग्मुर्विधिसभां सुराः । सर्वं निवेदयामासुस्तद्वृत्तं पुरतो विधेः
nandīśvara uvāca | tacchrutvā te samālocya jagmurvidhisabhāṃ surāḥ | sarvaṃ nivedayāmāsustadvṛttaṃ purato vidheḥ
难提湿伐罗说道:诸神闻此,便共同商议,前往造物主毗陀陀(梵天)的 सभा。立于梵天之前,他们将事情的始末一一详尽禀告。

It highlights dhārmic discernment: after receiving crucial information, the devas do not act impulsively but deliberate and submit the matter to Brahmā, reflecting orderly cosmic governance under Śiva’s supreme lordship (Pati).
Nandīśvara, the foremost devotee and attendant of Śiva, frames the narrative from the standpoint of Saguna devotion—where divine events are understood, communicated, and acted upon through Śiva’s devotees and the cosmic offices (like Brahmā).
The verse implies a practical sādhana of restraint and right counsel: before major action, recollect Śiva through japa (e.g., Om Namaḥ Śivāya) and proceed with sattvic deliberation aligned with dharma.
