बुद्धिविज्ञानसम्पन्न इङ्गितैस्सर्वमाचर।न ह्यबुद्धिं गतो राजा सर्वभूतानि शास्ति हि4.2.18।।

Transliteration

buddhivijñānasampanna iṅgitaiḥ sarvam ācara | na hy abuddhiṃ gato rājā sarvabhūtāni śāsti hi ||

Translation

当具足智慧与明辨，于一切事务中细察征兆与举止而行；因为陷入愚昧的君王，实不能真正统御并约束一切众生。
