Educational Q&A

The verse presents an ethical model of excellence: the best person (especially a leader or counselor) unites sharp intellect with sound statecraft, grounded in Vedic learning and brahmacarya—self-restraint and disciplined conduct.

Arjuna is speaking in praise, comparing the person being described to famed exemplars—Uśanas for intellect and Bṛhaspati for policy—while asserting that Vedic knowledge and brahmacarya are established in him, thereby elevating his authority and trustworthiness.
