The verse teaches that moral purification is attainable through sacred bathing at a tīrtha associated with Rāma, and that the fruit (honor in heaven) arises from a combination of divine grace (kṛpā) and personal effort (udyoga), not from passivity alone.
Ghūlastya is describing the merit of specific pilgrimage sites—especially the Gopratāra ford on the Sarayū and a Rāma-associated tīrtha on the Gomati—telling the Kuru king/prince that bathing there cleanses sins and leads to heavenly honor.
