The verse emphasizes the purificatory power of tīrtha-yātrā: sincere ritual bathing at a renowned sacred ford is presented as a means of expiation and moral renewal, symbolically ‘releasing’ one from accumulated pāpa.
A speaker (Ghūlastya) is describing the merit of a particular pilgrimage site, Kapālamocana, and instructs or encourages the addressed hero (‘nara-vyāghra’) that bathing there grants freedom from sins.
