Brilliant, oppressive power is not invincible: when it stands against rightful order, it can be stripped of its ‘tviṣ’ (splendor) and decisively broken. The verse uses the saw-simile to stress the certainty and precision with which dharmically sanctioned force can dismantle wrongful might.
The speaker (Vāyu-deva) describes reaching Saubha, making it lose its radiance, and then cleaving the Saubha stronghold through the middle—likened to a saw cutting through a tall pile of wood.
