Divine power is not portrayed as arbitrary: the ‘sinless’ (anagha) hero is deemed fit to receive higher weapons only after approaching cosmic authorities (Lokapālas) and the rightful giver (Indra). The verse underscores worthiness, order, and sanctioned empowerment rather than reckless force.
Arjuna is told that he will meet the Lokapālas—starting with Yama (Vaivasvata)—and then have an audience with Indra. Indra will bestow astras (divine weapons), marking a step in Arjuna’s preparation for future conflict.
