The passage links true excellence to disciplined learning and inner purity: Jamadagni’s mastery arises from Vedic study and accumulated tejas/ojas, so knowledge (including martial science) is portrayed as something that naturally ‘shines forth’ in a well-trained, ethically grounded mind.
Akṛtavraṇa is describing Jamadagni’s growth and eminence: he surpasses other sages through Vedic study, and the complete dhanuḥveda along with the fourfold weapon-systems become manifest in his intellect, emphasizing his extraordinary competence and radiance.
