Drupada’s Counsel on Conciliation and Alliance Mobilization
bāhlīko mujjakeśaś ca caidyādhipatir eva ca | supārśraś ca subāhuś ca pauravaś ca mahārathaḥ ||
The verse highlights the ethical seriousness of naming and counting warriors: alliances and the decision to proceed toward war are not abstract, but involve real leaders whose strength and status (mahāratha) intensify the consequences of political choices.
Drupada is listing prominent kings and great chariot-warriors connected to the unfolding diplomatic and military situation in the Udyoga Parva, emphasizing the scale of forces and the importance of strategic and moral deliberation before conflict.
