Royal wrongdoing is not private: a king’s moral failure spreads to the realm, and the realm’s moral failure rebounds upon the king. The verse stresses the ethical interdependence of ruler and subjects and the severe karmic consequence for unjust governance.
Vāyudeva is speaking about the fate of a wicked king, declaring that such a ruler must dwell in hell for long ages, because the king’s दोष (fault) stains the world and the world’s दोष in turn stains the king.
