नारद उवाच
The verse teaches that the highest success (siddhi) is grounded in ethical discipline (ācāra): living free from inauspicious traits and in a blameless, socially and morally irreproachable way leads to supreme attainment.
Narada is describing the basis of his own exalted status, attributing it not to power or birth but to sustained right conduct and a life free from censurable behavior.
