The verse teaches dharmic generosity: honoring sacred narration and its transmitter through appropriate gifts—ornaments and, most importantly, financial support—so that the act of recitation and teaching is sustained and respected.
Vaiśampāyana continues prescribing what should be given as gifts (dakṣiṇā) in the context of honoring a reciter/storyteller: hand-ornaments, an ear-ornament, and especially wealth.
