तदण्डविन्नूषप: प्राज्ञ: शूर: शक्नोति रक्षितुम् । न हि शक््यमदण्डेन क्लीबेनाबुद्धिनापि वा
taddaṇḍavinnūṣapaḥ prājñaḥ śūraḥ śaknoti rakṣitum | na hi śakyam adaṇḍena klībena abuddhināpi vā ||
乌塔提耶说道:唯有既有智慧又具勇武,并且懂得如何恰当地运用惩罚(daṇḍa,刑杖/刑罚)的君王,才能守护国土。因为国度不能由不施刑罚之人来保全——也不能由畏缩怯懦、柔弱无刚或愚昧无知、在执行法纪时退缩的国王来守护。

A kingdom is protected only by a ruler who is both wise and courageous and who knows how to apply daṇḍa (punitive authority) appropriately; reluctance to enforce discipline makes governance ineffective.
