राजधर्मः—प्रमादवर्जनं, दण्डनीतिः, दुर्बलरक्षणम्

तदण्डविन्नूषप: प्राज्ञ: शूर: शक्नोति रक्षितुम् । न हि शक््यमदण्डेन क्लीबेनाबुद्धिनापि वा
taddaṇḍavinnūṣapaḥ prājñaḥ śūraḥ śaknoti rakṣitum | na hi śakyam adaṇḍena klībena abuddhināpi vā ||
乌塔提耶说道：唯有既有智慧又具勇武，并且懂得如何恰当地运用惩罚（daṇḍa，刑杖/刑罚）的君王，才能守护国土。因为国度不能由不施刑罚之人来保全——也不能由畏缩怯懦、柔弱无刚或愚昧无知、在执行法纪时退缩的国王来守护。
