राजधर्मः—प्रमादवर्जनं, दण्डनीतिः, दुर्बलरक्षणम्
Royal Dharma: Vigilance, Just Punishment, Protection of the Vulnerable
इस प्रकार श्रीमह्याभारत शान्तिपर्वके अन्तर्गत राजधमनुशासनपर्वमें उतथ्यगीताविषयक नब्बेवाँ अध्याय पूरा हुआ ॥/ ९० ॥। अपने-आप बछ। आर: एकनवतितमो<ध्याय: उतथ्यके उपदेशमें धर्मांचरणका महत्त्व और राजाके धर्मका वर्णन उतथ्य उवाच कालवर्षी च पर्जन्यो धर्मचारी च पार्थिव: । सम्पद् यदेषा भवति सा बिभर्ति सुखं प्रजा:
utathya uvāca | kālavarṣī ca parjanyo dharmācārī ca pārthivaḥ | sampad yadeṣā bhavati sā bibharti sukhaṃ prajāḥ ||
乌塔提耶说道:“大王啊,当雨云按时降雨,而君主依达摩而行时,繁荣便会兴起;而这繁荣又反过来安乐地养育百姓。”
उतथ्य उवाच
Prosperity and public welfare depend on two pillars: nature’s order (timely rain) and the ruler’s moral order (practice of dharma). When the king is righteous and conditions for agriculture are stable, wealth grows and can sustain the people comfortably.
In the Shanti Parva’s instruction on kingship, the sage Utathya addresses the king and begins a didactic passage linking righteous governance with the well-being of the realm, using timely rainfall as a key sign and cause of flourishing life.
