प्रभवार्थ हि भूतानां धर्म: सृष्ट: स्वयम्भुवा । तस्मात्‌ प्रवर्तयेद्‌ धर्म प्रजानुग्रहकारणात्‌

Transliteration

prabhavārtha hi bhūtānāṃ dharmaḥ sṛṣṭaḥ svayambhuvā | tasmāt pravartayed dharmaṃ prajānugrahakāraṇāt ||

Translation

为众生之安乐与兴盛，自生者（梵天）创造了达摩。故国王当使达摩运行于世——推行并确立之——以正法治国，使臣民得护佑而受其利。
