Kośārtha-Rājadharma: Ethical Revenue Collection and Social Regulation (कोशार्थ-राजधर्मः)
नियम्या: सर्व एवैते ये राष्ट्स्योपघातका: । एते राष्ट्रेईभितिष्ठन्तो बाधन्ते भद्विका: प्रजा:
niyamyāḥ sarva evaite ye rāṣṭrasyopaghātakāḥ | ete rāṣṭre ’bhitiṣṭhanto bādhante bhadrikāḥ prajāḥ ||
毗湿摩说道：凡一切危害王国之人，皆当加以约束。若任其留居境内、立足成势，便会阻挠并侵扰循规守德的良民，成为人民福祉与国家道德秩序的重大障碍。
