प्रागेव तु धनादानमनुभाष्य तत: पुन: । संनिपत्य स्वविषये भयं राष्ट्रे प्रदर्शयेत्
prāgeva tu dhanādānam anubhāṣya tataḥ punaḥ | sannipatya svaviṣaye bhayaṁ rāṣṭre pradarśayet ||
毗湿摩说：国王应先行说明征集财物（捐输或赋税）的必要。随后再巡行境内，召集民众，使他们清楚看见威胁邦国的危惧——如此，众人的支持与备战之心便出于明白事理，而非出于强迫。
