Mantri-Parīkṣā — Testing Ministers, Securing Counsel, and Ethical Criteria for Advisers (अध्याय ८४)
ज्ञानविज्ञानसम्पन्न: प्रकृतिज्ञ: परात्मनो: । सुहृदात्मसमो राज्ञ: स मन्त्र श्रोतुमहति
jñāna-vijñāna-sampannaḥ prakṛti-jñaḥ parātmanoḥ | suhṛd ātma-samaḥ rājñaḥ sa mantraṃ śrotum arhati ||
毗湿摩说道：唯有兼具学识与实用明辨之人，能准确洞察己方与敌方的性情与倾向，又是国王的善友——亲密可信如同国王自身——才配聆听君王的机密谋议。如此听者以忠诚、洞见与道德自制守护国策。
