Daṇḍanīti and the King as the Cause of Yuga-Order (दण्डनीतिः राजधर्मश्च युगकारणत्वम्)
किलेके भीतर बहुत-सा ईंधन इकट्ठा कर ले और कुएँ खुदवाये। जल पीनेकी इच्छावाले लोगोंने पहले जो कुएँ बना रखे हों, उनको भी झरवाकर शुद्ध करा दे ।।
tṛṇacchannāni veśmāni paṅkenātha pralepayet | nirhṛtya ca tṛṇaṁ māsi caitre vahnibhayāt tathā |
毗湿摩说道：凡以草与茅覆顶之屋，当以湿泥涂抹封护。及至恰伊特罗月（Chaitra）来临，为防火患，亦当将城中草秸尽行清除。 （是故君主应及时施行措施，以保公共安宁，预防灾厄。）
