राजवृत्त-रक्षा-प्रणिधि-षाड्गुण्योपदेशः
Royal Conduct, Protection, Intelligence, and Policy Measures
यदा पश्यति चारेण सर्वभूतानि भूमिप: । क्षेमं च कृत्वा बत्रजति तदा भवति भास्कर:,जब राजा गुप्तचरोंद्वारा समस्त प्रजाओंकी देख-भाल करता है और उन सबकी रक्षा करता हुआ चलता है, तब वह सूर्यरूप होता है
yadā paśyati cāreṇa sarvabhūtāni bhūmipaḥ | kṣemaṃ ca kṛtvā vrajati tadā bhavati bhāskaraḥ ||
瓦苏玛那说：当国王借助密探巡察国中一切众生，行止之间皆为其安宁与福祉而护持时，他便如太阳——遍照而见、滋养而护。其伦理要旨在于：王权之所以正当，正在于警觉的照管、安保之施，以及对公共福祉的恒常推进。
