Bhīṣma emphasizes that righteous governance and protection of society require trained, disciplined force: knowledge of formations, tactical movement, and the careful safeguarding and proper use of weapons—skills to be applied with alertness and restraint rather than recklessness.
In Śānti Parva, Bhīṣma is instructing Yudhiṣṭhira on rājadharma and allied disciplines. Here he notes that authoritative instruction includes practical military knowledge—how armies are organized (elephants, chariots, cavalry, infantry), how formations are arranged, and how warriors maneuver and withdraw skillfully, along with principles of weapon-handling.
