A king’s excellence is measured by the dharmic condition of his subjects: when people are properly protected and governed, they can adhere to their own duties and cultivate self-restraint and non-attachment.
In the Shanti Parva’s instruction on rajadharma, Bhishma describes the marks of an ideal ruler by describing the disciplined, duty-oriented, well-protected state of the people living in that king’s realm.
