स राजा भावितः: पूर्व दैवेन विधिना वसु: । पालयामास पृथिवीं दिवमाखण्डलो यथा,वे राजा उपरिचर वसु पहले दैवविधानसे भावित हो इस पृथ्वीका उसी प्रकार पालन करने लगे, जैसे इन्द्र स्वर्गका
sa rājā bhāvitaḥ pūrvaṁ daivena vidhinā vasuḥ | pālayāmāsa pṛthivīṁ divam ākhāṇḍalo yathā ||
毗湿摩说道:“那位婆苏王,早先已为命运之法所陶铸并加持,于是开始护持并治理大地,正如因陀罗(阿佉难陀罗)守护天界一般——坚立秩序,保全国土之安宁。”
भीष्म उवाच
A righteous king’s duty is protective governance (pālana) that sustains order and welfare; when a ruler is aligned with cosmic ordinance (vidhi/daiva), his rule mirrors Indra’s maintenance of heaven—steady, authoritative, and oriented to the common good.
Bhishma describes King Uparicara Vasu as one whose capacity to rule was established by destiny; he then ruled the earth effectively, likened to Indra’s guardianship of the celestial realm.
