The verse highlights dharma as an administered order: divine kingship is established through consecration, and social stability among humans is maintained through daṇḍa (lawful discipline). It implies that authority must be properly installed and that punishment, when borne by the righteous, serves protection rather than cruelty.
After restoring order, the Seven Sages consecrate Indra as ruler of the gods in heaven. Then they turn to the human realm, taking up the responsibility of governance—specifically the maintenance of discipline through daṇḍa—so that human society remains regulated.
