एक: शास्ता न द्वितीयो<5स्ति शास्ता गर्भ शयानं पुरुषं शास्ति शास्ता । तेनानुयुक्त: प्रवणादिवोदकं यथा नियुक्तोडस्मि तथा वहामि
bhīṣma uvāca | ekaḥ śāstā na dvitīyo 'sti śāstā garbhaśayānaṁ puruṣaṁ śāsti śāstā | tenānuyuktaḥ pravaṇādivodakaṁ yathā niyukto 'smi tathā vahāmi ||
毗湿摩说道:“统御者唯有一位,别无第二。正是那位主宰,连卧于胎中的人也加以统摄。受其任命所驱使,众生循他所意之方向而行——正如水依其本性流向低处。如此,我亦依那位主的推动与命令,承担分派于我的重担。”
भीष्म उवाच
Bhishma teaches that a single supreme Governor (Īśvara) directs all beings, even from the womb; individual actions unfold according to that higher ordination, like water naturally flowing down a slope.
In the Shanti Parva’s instruction to Yudhishthira, Bhishma explains the principle of divine governance and how beings—including himself—carry out their roles as assigned, emphasizing humility and acceptance of one’s appointed duty.
