Prosperity (Śrī/Lakṣmī) is inherently unstable and does not permanently belong to any one person, even the powerful; therefore one should not become arrogant in success nor despair in loss, but ground conduct in dharma rather than in fluctuating fortune.
Indra (Śakra) addresses Indra as ‘lord of the gods’ and remarks that Lakṣmī has previously resided with countless men even greater than him; now, being fickle, she has left the speaker and gone to Indra—highlighting the shifting nature of royal fortune and status.
