भीष्म उवाच
The verse highlights that righteous conduct begins with honoring Dharma and placing it in the forefront of one’s actions; when Dharma is respected as the guiding principle, the community’s movement and decisions become harmonious and inwardly joyful.
Bhishma describes a group of noble men who, after paying due reverence to Dharma in that setting, proceed to follow behind (in orderly succession), all of them pleased in mind—addressing the king as the listener.
